One of the items we are working out and have come to a consensus in one of my other dynasty leagues is picking up dropped players during the FA/Rookie draft (i.e. 2009 and susequent drafts)
It was decided that teams were not allowed to pickup dropped players until the next round (i.e. anybody dropped in the 4th round was not allowed to be picked up until the 5th round starting with pick 5.01).
This allowed the worst team in the previous year the opportunity to pickup any of the dropped players from the previous round.
It would not be fair (for example only) if the team picking at 4.08 dropped someone and the teams picking at 4.09 and 4.10 had the chance to draft the dropped player at 4.08. It was felt that the team picking at 5.01 should have the right of first refusal.
I hope this makes sense. Its a bit convaluted.

Interesting point Neil . . . I hadn't thought about that possibility while I was thinking of anything that might go weird when typing the rules yesterday. If there are no objections I can implement this as part of the rules immediately, though it won't go into effect until our first rookie/FA draft in 2009.

This makes pretty good sense to me. I can agree with it. If the player dropped is a player everyone else finds valuable, then the "bad" teams should get a shot at him first.
