I propose the following system for those players that are taken in the NFL Supplemental Draft:
Any player taken in the NFL Supplemental Draft must be "posted" by at least one USFL team that wants to acquire them. This posting must occur after the supplemental draft, but before the declaration of open FA for the USFL. If USFL Free Agency is declared open before any players from the supplemental draft are posted then all supplemental draft players may be treated as free agents and signed on a first come, first served basis.
To post a player, one USFL team must either make a public post in the free agent add/drop forum or PM league management that they want to post a player from the supplemental draft. If the request is PM'ed then the team calling for the player to be posted will remain anonymous if at all possible.
After a player has been posted and it was confirmed that he was drafted in the NFL supplemental draft then league management will set up a time period over which blind bidding will take place.
The time period will not be shorter than 72 hours, but may be longer. The request for blind bids on the player will be sent out via message board PM, message board e-mail and posted publicly in the Free Agent Add/Drop forum.
All blind bids will be a bid of a single round draft pick from the next USFL draft. All blind bids must be submitted to the current league commissioner via message board PM. Teams must still own the pick with which they are bidding or the bid becomes invalid. Teams can only bid with their own picks, not picks acquired from other teams in trades. If the current commissioner wishes to bid, then he must send the current co-commissioner a PM with the pick that he bids for confirmation. ALL PM's sent with pick bids in them must have the players name and the word "bid" in the subject . . . this is required because of the next part of the rule . . . ALL PM's labeled as such constitute official bids and the PM's will remain UNOPENED until the time deadline has expired. If teams change their minds about their bids before the deadline they can either cancel their bid outright via PM or Public Post in the player's drop/add thread or they can submit a 2nd (or 3rd or 4th . . . ) PM with the confidential subject line that will remain sealed. Only a team's LAST submission within the deadline will be opened and counted as their bid.
Who is awarded the player?
The team bidding the best (lowest) round pick will be awarded the player. Ties for multiple teams submitting pick bids in the same round will be broken via the previous draft's order. The team awarded the player will give up the pick they bid in the next USFL draft. If no bids are submitted on a posted player, then the team that posted him will be awarded the player and will lose no picks. In the case of multiple teams posting the same player via PM then it will be stated that multiple teams posted this player and thus a bid will be required for receiving the player. The first team to publicly post a player will be considered the posting team.
When a player is awarded to a team, a post will be made in that player's thread in the Add/Drop forum that will list the posting team(s), all bids received for the player, the winning bid and which team the player is awarded to. Teams will have 24 hours to protest the decision after the player is awarded, in case there were lost or overlooked PM's. If either the commissioner or the co-commissioner is found to have opened a confidential PM and then submits another bid after receiving this additional information, they will be immediately disqualified from signing the posted player.
