The USFL Rookie/FA draft will always start at 7am CDT May 1st until such time as the league votes a change or the NFL moves their draft.
Teams will have 8 hours to pick from the time that the pick before them was made. This timer will not run from the hours of 11pm CDT to 7am CDT. Meaning that if the pick before you is made at 7:04pm CDT you pick will have until 11:04am the next day to be made.
Teams not picking within their alloted time will be designated as a skipped pick. The draft will move forward with the moment their time expired as the moment the clock started on the next pick. These skipped picks are free to pick as soon as they log on and post a player, much like the NFL draft. As soon as they post (get to the podium) their pick is official.
The same procedure will be used with invalid picks. Invalid picks arise when someone takes a player that has already been selected, is already on someone's roster or is otherwise not eligible to be on a USFL roster. For example, if someone drafts Michael Crabtree, WR Texas Tech with one of their picks, that is an invalid pick. Invalid picks will be marked as such when they are discovered and a PM will be sent to the owner(s) who made the invalid pick. Those who make invalid picks are not punished in any way except that their pick is treated as a skipped pick. They are free to log on and make another pick at any time, but the clock will keep running onthe later picks in the draft. Multiple invalid picks have no penalties, but I would ask you to try and limit them by doing good research beforehand . . . you do have 8 hours afer all.
Picks will be made by post (much like the Diehards mock draft earlier this spring) and there will be both a master list (handy in combination with CTRL+F to limit invalid picks) and a discussion thread included so that the pick thread will be kept relatively clean.
Trading of individual picks in the initial draft will not be allowed, however, after seeing your draft position you can get someone to trade their ENTIRE DRAFT for yours before either of your first picks are made. After the first pick is made, you are LOCKED IN to that draft spot.
How to make a pick - To make a pick simply post your pick in the appropriate round thread at the appropriate time. If you post when you are not eligible to pick your pick will be vacated. Posted picks are official and it is against league rules to later edit your pick after it has been posted. There are going to be times when multiple picks are made before League Staff has a chance to update the Big Board, please do not change picks "after the fact" this is one of the worst kinds of cheating.
Time expiring on a pick - if time expires on a pick (make sure you have the correct time zone, all times will be stated in CDT, EDT is one hour ahead, MDT is one hour behind, PDT is two hours behind and Arizona is weird because they don't use daylight savings time) and you are the next to pick, you do not have to wait on League Staff to declare a pick skipped, go ahead and make your pick, but be sure you are right, your pick will be vacated if you are not. In most cases though, we will be on top of skipped picks fairly quickly. Invalid ones too.
Making up a skipped or invalid pick - to do this is simple, simply make a new post that says "My previous pick was skipped/invalid, in place of that pick I now choose Player Name - (Pos - NFL Team)." If you pick was skipped/invalid and in a previous round, that round thread will not be locked until you make that pick. Please make skipped/invalid selections in the round thread in which they were originally skipped or invalid. Skipped and invalid picks give you an open window in which to pick. You are free to make that pick as soon as you log on, no matter when that time may be and your pick will be official. However, you may not pick any player that has been officially picked by a team with a pick that was technically after yours . . . that is your penalty for running out of time or picking an invalid player.
Making picks while the timer is off - the draft timer will be suspended (not running) between the hours of 11pm and 7am CDT every day. The timer will be active (running) between the hours of 7am and 11pm CDT EVERY DAY (including weekends) . . . you may make picks during the hours in which the timer is suspended if you are on the clock (OTC) and the next team behind will automatically go on the clock behind you . . . but the timer still will not start until 7am CDT the next day and the team will get their full 8 hours between 7 am and 11pm to make their pick.
Pre-drafting - Teams may pre-draft their players by sending a list of players IN ORDER that they want drafted to me (Texas Hellfire) via PM . . . you can click the PM link on any of my posts or in my profile or you can simply address it to "admin" (no quotes). Teams that have pre-drafted will be designated on the Big Board (and/or on the smaller two round boards) by a green "Pre-Drafted" so that other drafting teams will be informed that their picks may be accelerated. League management will pick the top player on your list that is still available when your time to pick comes. Multiple picks may be drafted from a single PM, but the PM MUST LIST ALL PICKS that are to be pre-drafted. PM's sent with no pick number included, will be replied to with a PM for clarification and will not be entered as an official pre-draft.

Where X = round number and YY = pick number . . . 3.08 = 8th pick in 3rd round.
